According to the spec, it is possible to add custom user attributes as user
attribute packets. This would be of course be custom attributes that are
application specific.

So, if my application would like to add signed custom attributes to a key,
what subpacket types would i choose. The spec states

Subpacket types 100 through 110 are reserved for private or experimental use.

Means, i could reserve values from 200 to 254 for my application?

It means you should use 100 to 110 - although I'd strongly question
whether it's necessary before making such a decision.
